In an ODI when the 1st bouncer is bowled, can it also be called a no ball?

one ball per over is granted (if stepping of bowler is correct) as lease to bowler if the ball stays beneath the batsmens head....if the bouncer goes above its head then its given as wide ball and not a no ball.....
