Are FIFA a bit tight towards Oceanian football and the OFC?

Giving them automatic qualification to the World Cup, then changing their minds, not allowing an OFC member direct entry to the Club World Cup and also allowing Australia to join the AFC. Is it just me, or does this send out the wrong signals in that it seems like they do not care about the development of football in Oceania?
