Get custody of daughter overseas?

My husband's daughter lives in the Ukraine with her mother. She wants to live with us in Canada. Hubby has never had custody and she doesnt have his last name. She will be 15 tomorrow...and will spend her birthday slone, she is being mentally abused, Mom left her home alone for 3 weeks with $10 for food. How can we get custody of her?
